Not an easy issue and very complex. Is also definitely one of the topics interest me here. What are you thinking to personal responsibility? Your personal responsibility when you're 18? I am Responsible for my pet? I am promises or care that I do my job well or executing my duties at school. Are there any personal responsibility of a state? I think so. Once a state declared its sovereignty, I think he is also responsible for his actions.
