Not an easy issue and very complex. Is also definitely one of the topics interest me here. What are you thinking to personal responsibility? Your personal responsibility when you're 18? Are there any personal responsibility of a state? I think so. Once a state declared its sovereignty, I think he is also responsible for his actions.
